\n\t\t\t\t\t\t\t\t\tAnyone searching for the price of an eTMF (electronic Trial Master File) system rarely finds a straight number. Most leading vendors publish no list price, and the licence fee is only part of the total cost anyway. Realistically, the cost falls into eight blocks: licence, validation under GAMP 5, implementation and migration, internal staff costs, training, support and add-on modules, AI usage, and exit and archiving costs across up to 25 years. This guide covers each block with publicly verifiable figures, flags third-party estimates explicitly, and works through three scenarios over three years. The aim is an honest cost analysis that remains useful even if you ultimately decide against Docuply. Docuply (Mannheim) is one vendor among many and is placed here using its confirmed own figures, including its two deliberate weaknesses. 1. Licence costs<\/h2>
The market uses four pricing models: per user, per study, per site and enterprise contract, sometimes with module pricing on top. The striking feature is opacity: the market-leading vendors publish no list prices. For Veeva Vault eTMF<\/b> there is no public price list; the procurement platform Vendr gives a third-party estimate of a median annual contract value (ACV) of 188,460 USD across Veeva’s entire product portfolio (range 90,720\u2013491,710 USD), whilst a second analysis of the same Vendr data reports a median of 211,872 USD (range 113,755\u2013501,612 USD). Both figures span Veeva’s whole portfolio (CRM, QMS, RIM, Clinical), not the eTMF alone, so treat them only as rough orientation. At user level, third parties (IntuitionLabs, ITQlick) estimate Vault licences at roughly 50\u2013200 USD per user\/month, and the Vault Clinical bundle nearer 500\u20132,400 USD per named user per year. Medidata Rave<\/b> sells only via custom quotes with no public list price.

Viedoc<\/b> uses study-based pricing with unlimited users and advertises transparent pricing without hidden fees, but publishes no concrete figures. Flex Databases<\/b> bills by user count and module count, monthly or quarterly (per vendor; no public figure). For Montrium eTMF Connect<\/b> (per-user, small teams) and TransPerfect Trial Interactive<\/b> no robust public licence figures exist; a quote request is the only route. One of the few disclosed real rates comes from Florence eTMF\/eBinders<\/b>: UC Davis’s Clinical and Translational Science Center lists a flat 1,200 USD per study for industry-sponsored trials (a public university rate). MasterControl<\/b> starts at 25,000 USD\/year (Basic plan, per Capterra) and scales quickly towards 100,000 USD\/year according to third-party OpenRegulatory; a three-year TCO third-party estimate is 150,000\u2013200,000 USD.

Docuply<\/b> integrates eTMF pricing into the eQMS licence: one licence for both, at 99 EUR per user per month<\/b> (approx. 85 GBP \/ 114 USD), with a custom quote above 50 users. IQ\/OQ documentation is included at no extra cost. Via an interface, Docuply works with EDC vendors such as Harbor (runharbor.com), so that eQMS, eTMF and EDC can run fully integrated for Phase I and Phase II studies from 3,000 to 4,000 EUR per month in licence costs. 2. Validation and qualification<\/h2>
Computer system validation (CSV) under GAMP 5 Second Edition is frequently the hardest line to forecast. EMA guidance requires eTMF systems to be validated so that their functionality is demonstrably fit for purpose. A single-system CSV typically costs 25,000\u2013150,000 USD depending on complexity and GAMP category, per IntuitionLabs research; an assessment with roadmap runs 15,000\u201325,000 USD (third-party estimates). External validation providers charge day rates of roughly 1,200\u20131,500 USD in the US and about 600 GBP per day in the UK. In Germany the average invoiced consulting day rate is 1,300 EUR according to the BDU study “Honorare im Consulting 2025” (published 15 December 2025), with managing directors and partners averaging 1,600 EUR and analysts 700 EUR.

The key distinction is between bundled IQ\/OQ packages and self-validation. Vendors that ship pre-validated, cloud-native systems with IQ\/OQ documentation (including Docuply, at no surcharge) shift the sponsor’s effort to PQ and User Acceptance Testing (UAT). These remain the sponsor’s responsibility but are far leaner than a full self-validation. Every major release also calls for risk-based revalidation, a recurring item that feeds into staff costs when cloud releases are frequent. For context on the risk: according to a survey cited in the IntuitionLabs CSV report, average remediation costs after a single FDA data-integrity warning letter exceed 2.5 million USD.

3. Implementation and migration<\/h2>
Implementation covers configuration, building the file plan to the TMF Reference Model, and user administration. An entry-level system incurs 10,000\u201350,000 USD of setup cost per third-party estimates; Veeva often bundles configuration, migration and validation into multi-month consulting projects whose costs in year one can reach 30 to 60 per cent of licence spend, according to an IntuitionLabs third-party estimate. Docuply positions itself at the other end: start in minutes, implementation in roughly 1 to 3 weeks, made possible by the deliberately simple, lightly configurable interface.

Migrating an existing TMF is the real cost driver. The TMF Reference Model defines around 250 artefacts across 11 zones; a single TMF runs to roughly 5,000 pages on a conservative estimate by the CRO PROMETRIKA, which notes that most TMFs are considerably larger still. Large studies reach tens to hundreds of thousands of files. Because more than 80 per cent of a TMF’s documents originate at investigator sites according to Florence Healthcare, legacy data quality is often heterogeneous. Manual re-indexing takes about 10 minutes per document (for migrations) per IntuitionLabs, which explains the effort at five- to six-figure document counts. The specialist providers (Cencora\/Phlexglobal, TransPerfect) publish no per-document prices; they work on a project basis. Practical recommendation: do not migrate everything; decide on a risk basis and archive legacy content read-only where appropriate. Running both systems in parallel during migration temporarily doubles licence costs.

4. Internal staff costs<\/h2>
The most frequently underestimated block. An eTMF ties up FTE for system administration, user management, TMF quality review and ongoing filing. There is no robust, publicly published industry ratio of one TMF specialist per X studies, which is stated explicitly here rather than inventing a figure. From practice: small biotechs often run the TMF with a single responsible person, whilst growing sponsors build dedicated TMF teams and CROs such as ICON maintain dedicated TMF operations lead roles. A fully loaded FTE in Germany should be costed at around 100,000 EUR per year. At 0.25 FTE for a single study and up to 1.5 FTE for a portfolio, it becomes clear that staff costs can exceed licence costs. 5. Training and onboarding<\/h2>
Distinguish initial training, ongoing training of new joiners, and documented GxP training records. GxP rules require every role to be demonstrably trained for its system function; the training records themselves become an audited record. Vendors with a simple interface shorten onboarding considerably; some (e.g. Kivo) advertise unlimited training, including for new team members, at no extra cost. Complex, highly configurable enterprise systems, by contrast, imply recurring and sometimes chargeable training effort. For a lean team, an LMS-supported, repeatable onboarding process is the most economical route to reliable training records.

6. Support tiers and add-on modules<\/h2>
Many quotes look cheap because core capabilities appear only as surcharges: premium support with guaranteed response times, additional studies, long-term archiving, advanced reporting and integrations. Check whether maintenance, updates and backups are included in the licence price. Viedoc, for instance, states that maintenance, backups, hosting and support are included, whilst other vendors charge separate platform, validation or support fees. With Docuply, all AI functions and the IQ\/OQ documentation are included at no surcharge; a custom quote applies only above 50 users. The decisive question in the vendor conversation: what is included in the stated price, and what is charged extra per study, per site or per module?

7. AI costs<\/h2>
Currently the most dynamic cost block. On 27 May 2026 Veeva unveiled the agentic platform Falcon<\/b>; per the Veeva press release, early-adopter availability is planned for November 2026, with the first agents targeting TMF document intake, health-authority correspondence and safety-case triage. On pricing, management indicated, per Zacks and Yahoo Finance, that usage-aligned approaches such as charging per document or per case have been discussed but that pricing has not been finalised. Consumption-based models are hard to budget because costs fluctuate with document volume, particularly during migration or database-lock phases with sharp peaks. On top of that come the underlying model (token) costs, which vary with usage.

The contrast is the fair-use model: with Docuply, all AI functions are included in the price, with no token or consumption fees; usage is limited solely by a fair-use rule. The budgetary advantage is predictability: AI costs are fixed regardless of document volume. Anyone evaluating consumption-based offers should contractually agree a robust cap.

8. Exit and archiving costs<\/h2>
The TMF obligation does not end at database lock. Article 58 of Regulation (EU) No 536\/2014 requires the sponsor and the investigator to archive the content of the clinical trial master file for at least 25 years after the end of the clinical trial, unless other Union law requires a longer period. ICH E6(R3) was adopted on 6 January 2025 and came into effect in the EU on 23 July 2025. Across 25 years, costs arise for read-only access, data integrity, migration on format obsolescence and vendor continuity. Budget for this duration from the outset.

Switching vendors risks lock-in costs. The CDISC Exchange Mechanism<\/a> (eTMF-EMS v1.0.2) defines an XML schema and folder structure to transfer TMF artefacts between systems, reducing lock-in risk. Ask before signing: does the vendor support EMS export? Does read-only access remain after contract end, and what does it cost? How is the full data export delivered, including audit trail and metadata?

Three scenarios: three-year model calculations<\/h2>

Where does the balance tip?<\/b> The licence advantage of simple, integrated systems holds across all sizes. The balance tips, however, on the non-monetary criteria: from roughly 50 to 100 users, many parallel and heavily divergent study configurations, and global teams, deep configurability, a broad partner ecosystem and a long track record weigh more heavily. This is precisely where Docuply’s two honest weaknesses lie: (1) the deliberately simple interface with limited settings and customisation options (though very easy to understand) and (2) the shorter track record with fewer reference studies than established players. For biotechs of up to roughly 150 employees from Phase I through Phase III and post-approval, and for clinical CROs, the advantages of the lean model usually prevail.
